I cannot see Goodwin being cut. To me the obvious choices are Matthews and definitely Bourne. Based on production and projection, what is the best that you think you are getting out of Bourne? We likely have already seen the best of Matthews. If he isn't one of the top 3 receivers, he's gone. Would be nice if by some miracle we can move these guys for draft picks, even if they are only 6th or 7th round picks. Are there any teams right now who look like the 2015/2016 49ers at receiver?
The biggest competition will be who holds a spot between Goodwin, Taylor, James, Matthews and Bourne.
Pettis, Samuel, and Hurd are locks obviously. Training camp will sort out who takes the final 3 spots, but I'm guessing Taylor and James are probably safe if they have good camps, so Goodwin, Matthews and Bourne are fighting for 1 roster spot.

I think that they forgot that there is only 1 qb on the field at a time. Shanny is gonna play with just the center and come out like
6 wide on every play.
