just going by straight up arm strength, who had the best cannon of all time??

Culpepper could sling it, but I never saw anybody throw a football further & with more velocity than George

I saw the title and dropped in to say Jeff George.

40-50 yard flicks. That distance was so effortless for him.
There are stories of Joe Namath throwing passes at the Wind Tunnel known as Shea Stadium and the ball could be heard whistling when he threw.

Have to go with Elway here. I saw some almost unbelievable passes watching that guy. Ronnie Lott once wondered just how Elway could have possibly made a pass he made in a Niner game. He was pretty much running full speed away from the LOS and let go a 40 yard pass on a line - a line drive completion.
