This has nothing to do with being playoff caliber,if Tim Rattay was our QB yesterday, were winning that game,and Shanahan/team gets a huge confidence builder going forward. Hoyer had one of the worst performances out of a 49ers QB since the post-Garcia era, and we've been Cleveland Browns worthy in that department 
Kaepernick in 2013 when he was supposedly a "good" passer:
Vs Seattle- 46% completion rate, 4.5 yards per attempt, 127 yards passing, 0 TD's 3 ints for a rating of 20.1
Vs Colts- 48% completion rate, 5.6 YPA 0 TD, 1 int for a rating of 49.9
Vs Panthers- 50% completion rate, 91 yards, 4.1 YPA, 0 TD, 1 int, 42.0 rating.
2014 Vs Seattle- 55.2 completion rate, 121 yards, 4.2 YPA, 0 TD, 2 int at a 36.7 rating
2015 vs Cardnals- 47.4 completion rate, 67 yards, 3.5 YPA, 0 TD, 4 ints for a rating of 16.7
Vs Bears- 20% completion rate, 4 yards passing, .8 YPA, 0 TD, 0 int, 29 rating.
There was a host of games under 200 yards passing but these games above were some of the worst.
We would be no better with Rattay, Kaepernick or any other crappy QB (with most of the guys learning a new offense vs some of the best defenses in the NFL.)
Hoyer isn't our future. He will play better as the season moves on. By the end of the year he will have served his purpose which is to install the new offense. Get the o-line, WR's,TE's and RB's familiar with the new system then we take stock of what we have and draft needs. We also use free agency to address needs.
There will be a lot of needs on offense in the 2018 draft and free agency. QB being one of them. Same with WR, gaurd and perhaps center. There's going to be a lot of new faces on offense in 2018.
We have invested a lot on defense so it's very important our defense does better this year. We seem to be on that path. There's a 99% chance we'll have a different QB in 2018 along with a new WR opposite Garcon and new guys blocking up front.
The good news is our defense is on the right path. Offense will come along when we get better players. This is a total rebuild which you simply can't do in one year.
