How's about they set up a committee of ex players, coaches and a couple of owners to go through the rule book a line at a time asking just 3 questions:
Is this fair?
Does it protect players from injury?
Does it contribute to the excitement and smooth running of the game?
And dump everything else.

Can still have big hits without turning player's brains to mush... and if you get off seeing a player being knocked out or turned into a zombie you've got problems.
The big issue is the team imbalance with the same teams winning over and over and the dumb calls not related to the above - catches, taunting and celebrations especially.

If the biggest problem is team imbalance then the real biggest problem is that you can make a profit running a crap team - sometimes a hell of a lot of profit.
Not saying you should make crap teams go broke because then a lot of teams would disappear, but there should be a massive incentive for owners to win or to sell the team to someone who can. Currently Jed sucks and has no incentive to sell because he's rolling in cash from concert revenue and other crap.

Plus these games are just terrible. I'm far more interested in the NBA games tonight than the NFL. I won't spend a second wacthing these 2 crap squads play tonight

Outside of attending all but our last home game, I haven't watched a single NFL game this year! I have been busy with work and coaching but I just realized that I haven't even been worried about DVRing games or anything. The NFL product sucks!
