I think he can be considered because for everything else other Elite Free Safeties might have over him (or perceived to have over him)... Reed and Troy are 4"s shorter and can't stay as healthy as Goldson.

a healthy Reed is still the best
Eric Berry is a rising star on a s**tty team

Ed Reed is still the man until his play severely dips
Troy plays strong safety
Earl Thomas is a stud...he could be considered for sure..him and Kam Chancellor play almost the same position though so I don't know if he's a true FS...
Eric Berry plays alot of strong safety as well but he's lights out in the Free position..
George Wilson on the Bills is still pretty darn good...
Hmmmm Goldson is definitely Top 5 IMO
