They may not actually feel confident in any of the QB prospects available. This would also explain the Mac Jones rumors as Shanahan probably wants to play it as safe as possible and when in doubt, he's always going to go for the guy that most closely resembles Kirk Cousins.

With this move, they're not thinking Super Bowl, they're thinking about how to win enough to avoid being fired.

They're not stupid. They know 3 10 loss seasons in 4 years is not good. Shanahan is the first HC in franchise history to have 3 10 loss seasons. They've built up a lot of goodwill, but they know that they'll run out of it eventually if they don't find a way to fix the injury problems, especially at the QB position. They made this move because they didn't see any other way to prevent what happened this season from happening again. And if 2021 is a repeat of 2020, likely someone is going to get fired or at least be put on the hot seat.

I'm not keen about it, but it's reality and it helps explain why they made this move despite not being thrilled about any of the top QBs.

Context meaning excuses? History has shown it to be irrelevant. The job is ultimately based on results. Tomsula had a lot of "context" for why we went 5-11 and he was still fired. Same with Chip Kelly. I'm not saying those guys were as good of HCs than Shanahan, but while having valid reasons why you lost might help you in your future job interviews, it won't stop you from getting fired. Not in the NFL.
