I think The Jaguars, Bears, and (of course) the Browns are all set to be dumpster fires w/a shot at the #1 overall pick next year. Any trade down that secures on of those #1 picks would give the 49ers the flexibility to wait for Cousins next year, since the pick could get them the top QB in 2018 if Cousins isn't a 49er.

If I had to guess 6 teams- Jets, Bears, Houston, Buffalo, Browns, and Panthers
It would take far too much for the Texans to move up. Bears, Panthers, Cincy, Cleveland, NO, Washington

You don't think one of the six teams will be willing to trade?

They're trading back and hopefully picking up a 2nd rounder. They're picking up Mike Williams who is clearly the best receiver in an overall WR class that lacks depth. Then they're picking a TE in the second round -- this TE class is the best one in years and there will be a TE available in the second who may have otherwise been a mid first round pick in a different year.
I'm of course going to be completely wrong. It's not going to be lost on Lynch and Shanahan that way too much draft capital has been devoted to the secondary in the past few drafts and not enough on offensive skill players. But as with any year, this doesn't happen in a vacuum and you take the guy who drops to you, e.g. Buckner last year.
