I believe it's how much Smith gets paid.
But in this case, I would still rather have Hill over Carr.

why??
Carr has actual talent. he was a former number 1 overall pick for a reason. Hill is a lifelong backup with a noodle arm, and hes getting old. Carr also has alot more starting experience.
like Smith, Carr never really had a real chance to succeed. he kind of bounced around the league. Smith is lucky his career didnt take the Carr route, and his comeback after injuries was successful.
i think Carr would be a very solid backup. it keeps Smith on his toes for his job, and provides a guy with starting experience, and natural talent, if Smith goes down. Hill skipping 30 yard passes off peoples feet isnt acceptable, especially in the spread offense the niners are installing.
