bad refs are less likely to call penalties IMO mostly because they dont know the full rules. My guess is allot of shifts will be let go.QB head nods to draw offsides will be rampant. Tackles lining up further back than the guards hip will never be called... while the basic stuff like holding will be called relentlessly.
The refs look scared, and scared refs dont call anything more than vanilla penalties.
