Thanks to all the speculation talks on player movement, the NFL sent a memo stating any team that engage in such discussion nor movement before 4 PM EDT Tuesday may be subject to a tampering investigation.
Teams are dead scared of this move.
Interesting they issue this now than compared to after the Super Bowl.

Their contradicting themselves. They say you can come to agreements, but if you say anything, we're going to punish you for coming to an agreement. It's backwards in my opinion.
