The simple fact is, if they are guilty then they should be suspended. They shouldn't allow the team to indefinitely postpone one of the appeals so that they aren't both our at the same time.
You said it yourself and yet you still don't get it. It's called DUE PROCESS genius. Sherman called on witnesses to defend his argument, therefore changing the format and protocol of the appeal process. As a result, the NFL pushed it back until after the postseason. The NFL, not Pete Carroll, Richard Sherman or anyone on the Seahawks staff/team have anything to do with how it is structured, rather they are just smart enough to know how to navigate it to their advantage.
