Romo plays good enough to get you beat. It seems the NFL is allowing much more contact by the defensive backs past the five yard mark. Anytime a receiver misses a catch he expects a penalty. It's about time they leveled the playing field, the D has been handcuffed for years.

Even if it does, he still doesn't have two feet or one knee down. One palm doesn't count as down, sadly. He's had went out of bounds before his bottom hit down.
