I was thinking of how many draft picks that we could use in the upcoming draft (and have a shot of making the team), and figured it would help to break it down by position.
QB - 1 (I assume Alex Smith won't be on the team next year)
WR - 1 (I assume Randy Moss won't be on the team next year)
TE - 2 (DW leaves and look for an upgrade over Celek)
RB - 0
OL - 1 (need a backup tackle)
DL - 2 (need to find a replacement for Justin long term, plus I don't like our depth)
ILB - 0 (can probably make do with Grant for another year)
OLB - 1 (more depth)
CB - 1 (draft Rogers eventual replacement)
Safety - 1 (need a quality backup behind Goldson/Whitner)
Special Teams - Draft a kicker
Add it up and that is 11 draft picks. So even if we were to fill every need, I don't think we could use 13 draft picks. Some consolidation of picks, or trading for future year picks would be needed.

WR - Realistically its 2 Because you should assume Ginn wont be back(1 receiving yard, 7 rushing), Moss(almost 450 yards, 3 TDs & a mentor) is a more realistic player to return but probably wont especially if we win the SB, and our #2 and #3 in 3-Wide sets are both returning from major injuries so we will probably look at a lot of UDFA WRs for camp bodies.
TE - I dont know what people's issue is with Celek, if the rookie who has played the most snaps out of your entire draft class is an Undrafted Free Agent and he hasn't done anything completely boneheaded(i.e. lining up wrong, dropping passes, missing assignments) while displaying incredibly soft hands, then its obvious the coaching staff really like the guy. Dont expect us to offload Celek so quickly, we would have to luck into 2 of the best TEs in the draft/free agency to do so, expect Celek to be be our #3 TE next year.
DL - Is probably 3 players needed

QB-1-I wouldn't expect it until the later rounds of the draft though, Tolzien has been in this system for 2 seasons and has shown good poise in the preseason.
RB-1-I would expect another RB, more of a feature back type, Gore is going to be 30 starting next season, Hunter is coming off injury, LMJ is not a fulltime back.
WR-2-Crabtree, Moss, Jenkins...that's all they can really count on for next year right this moment, and that is IF Moss re-signs, so I wouldn't be shocked to see them go for 2 WR's, this draft has a lot of talent in the middle rounds especially.
TE-1-Walker may not be back, even if he is I'd like to see them upgrade with someone like Dion Sims. I'm perfectly content with Celek at #3, he's look good in limited playing time and I'd like to see him develop further.
OL-2-Goodwin may not be back, a backup center and a backup tackle would be very important to have, though there is a possibility they pull someone off of PS.
DL-2-DE and NT are a must, 49ers will have the opportunity for both in this draft.
LB-1-OLB depth is also crucial, another pass-rusher to provide depth, rotate in.
CB-1-Brock is gone after this season, not that he's a huge loss or anything but in a passing league, it never hurts to have enough good corners and they have several that will be available in this draft.

QB- J.Johnson, or another vet FA. No need to draft another young QB here, we need a vet.
RB/TE- Couldnt agree more, I see Harbaugh going to his old team and drafting Stephon taylor and Zack Ertz.
Everything else I can agree on for now, although WR might be ok with Williams coming back..

Were going to address a couple of these positions free agency. Will be in a much better position after this season depth wise.

The only positions I would disagree are at WR and OL. If Kyle Willams comes back healthy, he is going to take one of the WR roster spots for sure. That leaves one pick for a developmental WR.
On the o-line, they have Kilgore and Looney waiting in the wings for the interior, but no legit backup OT. That frees up one pick.
Where do those two picks go? Maybe TE and KR/whatever to take over for Ginn.

How do you know for sure? He was a 6th round pick, he looked decent at times, but he's also going to be coming off a big injury. To say that there's no room for improvement is just a bit short-sighted, wouldn't you say? There's no guarantee that Williams will be effective once he comes back, and no guarantee that a rookie wouldn't be overall a better player.

Manningham signed a two year deal so he'll be back for the 2013 season. Crabtree, Manningham, Williams and Jenkins are WRs under contract for next year but obviously two are coming back from knee surgery

Another thought.......I hope the Niners trade Alex Smith rather than simply release him so its possible / likely that the team would have more picks in the 2013 draft than it currently does.

Last year's draft is looking better already when you consider that last year the Niners picked up Carolina's 3rd round pick (should be 12th pick) and Indy's 5th round (25th pick) and Miami's 6th rounder (should be 12th pick) in this year's draft........from their 3rd rounder this year (29th selection in the 3rd roudn and 92nd overall))
