To add, who knows how he was coached in college. If he was mainly coached to play the ball carrier and not the ball, then he probably didn't work on staying low to act more like a CB more than a LB. Seems to me they wanted him to be a LB who can run a 4.3 forty back there and not a FS who can run a 4.3 forty.
If he wasn't trained properly to be a ball hawk, then the outlook on him is very promising because he has the speed to play the position.

Whereas a guy like Darnell Bing:

Size: Yes
Fundamentals: don't know
The speed is a HUGE plus on his development.
