Whats wrong with that? Seems like a wayyy better plan of action than most of these countires that build stadiums for huge events and abandon them.

I just don't think they should be doing this within countries that don't have the existing infrastructure to support it. This sounds like it's going to be slightly better than what happened in Brazil. My guess is these stadiums will host go to waste

It's not about that. Player safety needs to be taken into consideration. You cNt have games that can run for hours techcally.
