To me, this is an NCAA problem, not a Harbaugh/Michigan problem. I see absolutely no issue with scouts watching other games. This is done at every level of sports, everywhere.

from what I heard, and this is just rumored, but the scout who watched another team play, may have eaten a hamburger while doing so
this may be the end of the state of Michigan, we may have to quarantine and just give to Canada at this point
