The longer the Browns wait the more stuff changes for sure. Teams will also fill up their rosters (including pass rushers) teams overall prefer to move known assets compared to future picks.

teams like DC/DET are one QB injury away from drafting top 10.

I would assume if a deal gets done it would be before the draft.

I think it comes down to how Browns are going to confront their screw-up. They had one of the best roster before signing Watson and now they are f*cked up with his cap hit for the next 2-3 years.
They have 2 options. Firstly, they can try to keep part of that roster and compete but with a cap hit of 73M for someone watching the games from home, without a QB, it's going to be near impossible to even reach the playoffs.
Or they can go rebuild mode ala Houston, from zero. Sell the best players (even if it means absorbing a cap hit of 35M) and get the most possible draft picks. If they are going this way they have to begin the rebuilding with this year's draft. It makes no sense to wait till next year's draft. So I think they will trade Garrett before mid-March (when a roster bonus is due, I think) or he won't be traded.

And if he's traded before mid March the 49ers have huge leverage with his 11th

Someone might pay him more in FA. He took a pretty team friendly deal previously. We will see, we'd all love him back.

That's fine. Both injured and may never be the same. As instinctive as Hufanga is he is slow on the backend in coverage. Greenlaw may never be the same and struggled getting into form this year. Probably unfair and he will be better next year. But his injury was serious and he may not have the same speed, explosiveness and durability anymore. We need to replace both and I'm fine with that. Get younger, faster and more healthy at those positions.
