I read it gets forfeited back to players who were on the team at the time it should have been spent. So teams would risk paying dudes that don't even play anymore so teams spend it on current players instead.

Any truth to that?

I think thats for the 89%, if they dont reach 89% the owners write a check to the players who were on the team for those 4 years.
