Teams can bid with picks acquired from other teams. The common example in the articles that talk about the bidding process is the Browns and their three fourth-round picks in 2027. They have their own pick, the Giants' selection and the Seahawks' selection. When the Browns make their bid, they would just specify which of the three picks they want to bid.
Before the draft, the league will hold three separate lotteries to determine the draft priority order that will be used to break a tie if multiple teams make a winning bid on the same player. The first lottery is among the ten teams with six or fewer wins in 2025. That sets the order of 1-10. The second lottery will be among the eight remaining teams that won seven or more games but didn't make the playoffs in 2025. That sets the order of 11-18. The third and final lottery is among the fourteen playoff teams from 2025. That sets the order of 19-32. In the above Browns example, the Browns and Giants will be in the first lottery and will land in the first ten of the draft priority order. The Seahawks' will be in the third lottery and land somewhere in the last fourteen of the draft priority order. The priority of a pick is valued based on the original selection. The Rams traded away their original seventh-round selection to the Ravens. The Ravens then traded way the Rams seventh-round pick to the Chargers. If the Chargers wanted to bid that pick, it would have the Rams priority because they owned the original selection.
On the day of the Supplemental Draft, the first round opens and all teams go on the clock. Teams can bid on any eligible player. If a team wants a player in that round, they submit which pick they have in the 2027 draft they want to bid with. When the clock expires, if only one team submitted a bid, then they are awarded the player and they forfeit the pick they used in the bid. If multiple teams submitted a bid, the draft order from the lottery determines the winner. The draft continues until all seven rounds are completed or all eligible players are selected. If Sorsby made it to the fourth-round and the Browns placed a bid, the Browns could use either top-10 pick (own or Giants) or the bottom-14 pick (Seahawks).
edit - Sorsby's pro-day is scheduled for July 11th. Sorsby's agent expects all 32 teams to be there.
