pettis was literally just standing there. there should have been a defender occupying that area of the field.

The Niners players may have remembered what kind of player Pettis was so they just ignored him thinking he would drop the ball anyway.
You just don't see guys that open in the NFL unless a defender falls down and the receiver runs away from him. Pettis was completely ignored. Even Jimmy could have completed that pass.
