It means that he'll almost certainly go on IR to start the season. That was still up in the air, based on how he felt after his practice yesterday. If he had felt recovered then he may have just been inactive for a few weeks.
In either case, the real question is what type of IR do they use. I believe they can IR him before the cutdown on Saturday, but that means he's ineligible to come back this season. If they want to use one of the two "eligible to return after Week 8" IR designations, they need to have him on the 53-man roster, and then IR him on Sunday. But this would expose one other player they want to keep to waivers for 24-hrs.
My guess, based on Lynch's comments, is that they'll just IR him and take him out of the equation for 2019. Yes, it would suck if he's totally good to go with no further setbacks in, say, November, but I'd rather not put any pressure on the guy and have him focus on 2020.

You can complain about what he got paid...but he wasn't injured when signed. Look at it from a scheme standpoint. He's a miss match nightmare in 21 personnel. No LBer can guard him. He's one of the best RB pass-blockers in football. He could have had a stupid productive season. I get the signing.
A non-contact fluke ACL happened a week before the season started. Unfortunately that's football. I really don't think he wanted to tear his ACL.
This doesn't change anything. Just about everyone assumed he was going on short-term IR, they will still have 4 RBs on the roster and wilson can stay on PS.

I wouldn't bet on it. ACL's reduce quickness speed and agility, and that's why he was paid 30+ million - for his speed, quickness, and agility. Unlikely he'll be 100% ever in those three categories again.
