Assuming adequate size, strength, and toughness, there is only one thing that separates NFL quarterbacks, and that is a quick mind. Reading defenses, going through progressions quickly, and decision making makes all the difference. If you are still slow with an adequate understanding of the offense, this is the one thing that is never going to get a lot better.
We haven't seen Mullens' ceiling. We have CJ's.

Any draft choice for CJ would have been a good deal. Niners should have jumped on whatever Denver was offering. Instead of playing hardball and ending up with nothing.

True. But they would have to have a very low expectation there.
It certainly could be that they are unsure of JG's knee to the point that they might have to sit him for a few games, with the expectation of bringing him on later in the season. Then it makes sense as a kind of insurance policy.
The other aspect that I had not considered is that CJ might be a positive influence in the locker room. And the Niners don't want to disrupt the positive vibes by releasing a popular player. A lot of players seemed to have his back when he was the starter. It just might have tipped the odds in his favor if it was a borderline decision. We are not privy to all of their reasoning.

It would be rare for a 9th OL on the roster to be active on gameday (in fact, often only 7 are active). If someone gets injured they can always elevate one of the PS guys or sign a free agent like one of the guys they worked out the last couple days.

Issue is that our FO is clueless. Nobody is giving up a 3rd or 4th or even a 5th for backup QB with little starter potential. Teams want back up vet QBs, or young QBs that they draft themselves so they know the playbook well.
And to get the Hoyers of the NFL, you dont need to trade a draft pick. There are plenty of FA vet QBs every year.
