Is that legal? I thought only casinos were allowed to dole out money in those circumstances.

Pretty sure you're not supposed to mail cash....
And I doubt the IRS is a big fan of giving out prizes in cash.

there are ways around it...
1) he can say he's starting a new religion so there are no consequences
2) he can say he's part of an indian reservation so there are NO taxes!
3) or maybe he can say he paid him to mow his lawn

I know FedEx does not allow you to mail cash. You can always not mention there's cash in there though.
