Trumaine Johnson or Malcolm Butler?

Johnson for me easily.

That making a statement is more important than winning the Super Bowl. Not saying they definitely would have won but they would have had a much better chance.

I dont know. I find it hard to believe that Belichick would sit Butler if he really believed he was the best guy to help him win the Super Bowl. I dont think there is anything more important to this guy than winning a SB. Butler didnt have his best season thats for sure.

There was a rumor out there (and just that, a rumor) that he did it to drive down Butler's price on the market. I don't think it's true, but I also believe Butler wasn't out partying and going to concerts during Super Bowl week. Gilmore is their best corner but Butler is better than Rowe.
Trumaine Johnson, with him being 6'2, familiar with the divisions receivers, and from Calisuck, makes him a no-brainer target in free agency.

49ers need someone to play opposite A. Witherspoon.

Not making a case for or against Fuller, but this doesn't really mean anything except Bears have the right to match any offer Fuller receives. IIRC, this basically means his price next year will be at least ~$13 mil. If Fuller is offered a contract elsewhere and takes it, the Bears don't receive any compensation.

Meaning, he's still available if a team is willing to pay him like a top tier corner.
Both have turned out to be major disappointments thus far, especially considering the $$$ they are getting.
