Maybe not the outright fastest, but I think Al Davis should be able to field a relay team.

the raiders probably do have the fastest players in the NFL. Al Davis drafts like most of us do in madden. Sort by speed, draft the fastest. They have another fast dude that returns kicks. Carr or something like that.

people continue to ride Hester's nutts thinking he is insanely fast, which he is, but there are plenty of players in the league who are faster, Devin Hester is elusive, and has incredible vision... Chris Johnson, Yamon Figurs, Reggie Bush, Fabian Washington, Percy Harvin, as well as some others could all likely beat him in a foot race on grass with pads...
