You are not looking at the numbers correctly. The team will not save the dollar amount you posted if they cut one of these players, they will only save the base and any roster/workout bonus not earned.
Take Carlos Rodgers for example. His base for 2013 is $5.5 million, roster and workout bonus is only $350,000 combined, the signing bonus makes up the rest and still has to be paid. So cutting him would only save $5.85 million next year, not $7.1. And you still have to...
a.) pay him his signing bonus of $1.25 million next year AND EVERY YEAR FOR THREE YEARS AFTER NEXT YEAR, all of which counts against the cap regardless of if he is on the team or not,
and
b.) still have to sign a CB to replace him, who will have to be paid and may or may not be better than he is.
Things are not as simple as looking at a player's total cap number for 2013 when analyzing these things.
