49ers did not sign Rock Cartwright to replace Ted Ginn, that's for sure. Anyone can return kickoffs. Punts, however, are a different animal.

Typical front office move, like it a lot. Probably a 1yr deal worth $975K($925K base and $50K signing bonus), would only count $590K against the cap due to veteran discount.
Leaves us $21.767M under, before Rogers' deal.

It also shows they are commintted to special teams. They had a plan when they didn't offer Costanzo a contract.

The niners picked him up because gore hunter and Dixon all get alot of carry in the reg season and they need someone to take the pjnishmnent during camp and preseason.
