Nope -- in 2008 Hill had a DVOA of negative 2.4% JT O'Turnover had a DVOA of negative 37%.

In 2009, Hill had a DVOA of negative 27%.

Basically, it means "all things being equal", the QB performed at X level.

Its based on performance.
