I think these rules (listed below) seem fair IMO Offensive PI: 15 yard + LOSS OF DOWN Defensive PI: Based on the refs "judgement". Spot foul OR 10 (or 15) yard penalty

eliminating the impact of the refs is always beneficial.

Anytime the refs give a first down to the offense on 4th down (and the offense doesn't earn it) it really pisses me off.... like a late hit
