"The Los Angeles City Council approved a $2.1-billion proposal Friday to build a football stadium downtown in hopes of attracting an NFL franchise back to the city that has been without one since 1994.
As reported by KNBC Los Angeles, the proposal by Anschutz Entertainment Group, which owns stakes in the Staples Center, the Los Angeles Kings hockey team and the L.A. Galaxy soccer team, includes a 76,000-seat stadium that is slated to be named Farmers Field."
This morning we're going to take a giant step forward in the city of Los Angeles," L.A. councilwoman Jan Perry said, according to KNBC Los Angeles. "This is about bringing football back to the city of Los Angeles, and don't let anybody tell you it's not."
The NFL has not made a commitment to bring a team back to Los Angeles, which has been without a league franchise since the Raiders returned to Oakland and the Rams moved to St. Louis. The AEG-backed plan is one of two proposed stadium proposals geared to attract an NFL team -- the other is Majestic Realty Co.'s plan to build a stadium near the city of Industry.
AEG recently was put up for sale by its parent, Anschutz Co. Patrick Soon-Shiong, a philanthropist and the wealthiest man in Los Angeles, is considered among the potential bidders for the company. He attended Friday's city council meeting, along with AEG CEO Tim Leiweke and NBA great Kareem Abdul-Jabbar.

London will never be home to an NFL team no matter what Goodell says. The Premier League for soccer runs from August through May and has matches all day Saturday and Sunday. There are "minor league" teams with more dedicated followings then what the Bucs or Jags have been pulling recently.
The cost of flying the team back and forth at least 3 times would be incredibly draining on their financials, unless the league schedules so that they play their schedule in either 4 or 8 week blocks on US soil before traveling back to England.
That leads me to the next point about scheduling, all games in England would have to be night games for England if they hope to play the game live during Sunday time blocks because of the 8 hour time difference(6PM England 10AM PST), or the games would be played back and the entire stateside fan base for the home team as well as the visiting team would already know the score and be only mildly interested, possibly just fast forwarding to big plays.
Also the international tax code would come into play because the team would be HQ'ed in England but the NFL is based in the US and the players would be earning wages across international boarders.
Then with 99+% of the leagues players being US citizens they would either be subject to a naturalization process of becoming a dual US/UK citizen or playing on what would essentially be a work visa(much like the Australian punter has had to do, dealing with threats of deportation on several occasions and actually being deported once i believe) and with the UK's incredibly strict laws I wouldn't be surprised if the arrest rate was higher among players for the UK team.
With England being so diverse and so close to the rest of Europe they will also have to contend with the other 4 major soccer leagues in the world: La Liga for Spain, Ligue 1 for France, Bundesliga for Germany, and Serie A for Italy, plus the countless more leagues that are comprable or in higher standing to the MLS such as the fast rising Russian league, the netherlands also has a immensely popular league.
While it would be possible for the NFL to carve out a fan base of roughly 2 million to successfully plant the seed I just dont see it happening with a single team let alone multiple teams -- and it would have to be multiple because a single team is not economically feasible for the NFL.
