They said they'd like to break ground in April, so that sounds about right.

I feel like there have already been assurances from the NFL to the 49ers that they are first in line to receive the money. All during the CBA discussions it was clearly discussed that the 49ers needed a new stadium and the money to be set aside for the building of new stadiums was their #1 voting priority.
I'm sure the league gave them a handshake deal. Similar to when we dropped the tampering charge against the Jets and then got the London game.
