No your correct. As I told a guy a page ago think NBA. Your allowed to talk and agree in principle,but can't sign them untill Friday. Only ones you be able to sign are your own free agents,rookies,and undrafted free agents.

No restructuring or waivers till Thursday at 4 pm est i believe.

Not prior to tomorrow - well, technically the agents can contact the teams all they want, but the teams would be in violation of NFL rules if they respond.

No, they weren't allowed to - but I'm sure there were lots of unofficial conversations....
