It's a good pick, they traded Vontae Davis, and Sean Smith is a FA to be, so CB is a huge need, if they don't get a CB in FA. And Banks has potential to be a Pro Bowl CB IMO. I have him, Poyer and Milliner in my top 3 CBs in the draft.
Love Poyer and really think you are spot on in ranking him so high.

Yeah, Cincy needs DB help, losing Joseph hurt them, Leon Hall has injury issues, Clements is a FA and PacMan is up and down. So having 2 CBs like Kirkpatrick and Rhodes would be a nice youth movement.
RB wise, plenty of talent, you have a extra 2nd from Oakland so that will be a nice pick to use.

Who knows. If they needed a Welker type player why wouldn't they just sign Welker? I think they're going to draft a safety personally.

I really like the way the Rams defense could shape out if they draft it in the first round.

So, Vike agree with 49ers for the following trade:
# 32
# 94
5th rd pick
for
# 23
I think I have this right and if so, Vikes agree.
