I doubt you could get Bethune on the practice squad. Not sure who all the vets with accrued years are but I'm guessing Luter, Davis and Wallow are among them. Personally, I would keep Wallow over Gifford who may be a stud on special teams but is a terrible LB. Eason and Valdez are guys who could get poached depending on how their pre-season goes
The players with more than 2 accrued years on his list are, Taylor, Turner, Willis, Parker, Okoronkwo, Wallow & Davis, the rest have 2 or less accrued years, you can have 6 players with more than 2yrs accrued on the PS, the rest have to be with no more than 2 accrued seasons.
