They always have catered to PPV buys when and where they could. There were rumors for weeks that Brock would be there last night and step into the octagon to challenge the winner and Brock knew the reaction a little shove would garner both in the cage and in the media after the fact.
It went viral and will help their fight do a million in PPV buys. The sport will be fine and guys like Brock, Conor, Chael, The Diaz bros, Ronda (with regards to Meisha) and Tito have been doing stuff similarly for years to sell fights.

And he made the whole world aware of his return. Love him or hate him, people will still tune into the Brock vs DC fight. Just like all those who hate on Conor and his antics... they still watch his fights even if it is in hopes he loses, he still gets your eyeballs and attention come fight night.

Tied for 3rd best selling PPV.
But to your point and as I said above, Brock/Conor/Ronda/Chael/Tito/Diaz Bros are all top draws and all had a "sports entertainment" ish vibe to their self promotion.
GSP is the only top draw who never self promoted himself and his fights as such. He proved to be the anomaly.
