Thought you couldn't play in more than 9 games in your one accrued year? Rule get changed?

In order for a player too get an accrued year they have to be on the 53-man roster, or IR or PUP for 6 games/weeks, if the player stays on NFI the entire season he doesn't earn an accrued year since the injury wasn't an NFL injury, basically the player didn't get injured while they were apart of the team and in either a game, or practice, so if player X hurt his ACL in College and he misses all of the season he won't get an accrued year, so for Rourke he'll be a RFA after 2028 if he spends the season on NFI, like how Kalia Davis, who missed his rookie year while on NFI due too his ACL injury at UCF, he'll be a RFA after 2025.
