If you put in a claim for a player, you go to the back of the line, regardless of record.

A lot of teams put in claims on players today.

It's possible teams that had already claimed someone claimed him as well. Not 100% sure on the process but my guess if you wanna claim multiple people you need to rank them.

Only explanation if what he's saying is true is that the other teams claimed other players before him which means they valued those other guys more.
