To me a franchise QB is one the franchise can't survive without. Someone who can't be replaced. A player that comes along once every 10 or 15 years. I know that's rare territory but that's what I consider the term to mean. Montana was one but theNiners were able to replace him with another. That doesn't happen very often. GB did it with Favre then Rodgers. Brock is the best we have but he can be replaced. Maybe not this season but he's not a generational QB. He's very good and works well in Kyle's system. So would many other QBs if given the chance. Why do you think Kyle wanted Cousins so much. Not for his arm strength of running ability.
There's no such thing as a franchise QB based on your description, other than maybe Peyton Manning. Any QB who isn't his own system/calling his own plays can be replaced by many different guys, because he'll need to have the system in place in order to succeed.
Montana wasn't even a clear upgrade over Steve DeBerg in Kansas City.
Steve Young was horrible in Tampa Bay and worse than both Steve DeBerg and Vinny Testaverde with the same team.
Brett Favre was going nowhere in Atlanta.
Troy Aikman was a bust before Norv Turner.
Warren Moon was not a factor before the run-and-shoot.
Jim Kelly was nothing before the K-gun offense.
John Elway's numbers were mediocre before Jim Fassel installed the WCO.
Dan Marino wasn't the same after Shula retired.
