I am aware that they must spend an average of 89% but that remaining 11% stays with the owners.

League wide all teams need to spend at least 95% of the cap. Per team is 89%. Only way money is distributed back to the players is if the league wide min is not met.

They can choose to roll over some or none or all depending how they want to manipulate the cap.

Shared revenue is the combined avg of 31 teams. Plus the Cowboys revenue.
