I think Garcon is most likely, with a lower tier WR and then the position being aggressively targeted in the draft.

Well Lynch and Shanny are definitely going to be active in FA. Either a big impact WR gets signed or wouldn't rule out something we weren't expecting with a QB like a signing or trade deal somewhere. If Shanny wants to get his offense in place sooner rather than later, he's gonna need both. I think the niners will be relevant again sooner than many of us expect them to.
