It is hard to belive because it doesn't make sense. Why wouldn't he report to the head of football operations, it seems like it would be easier to keep the two on the same page?
Well, this is interesting.

If you watch this video of Ian Rapoport first breaking news of Lynch being hired, he said Lynch has been working with Fox Sports to get out of his contract there, so I wonder if that also was causing some confusion and loss of time?

Around the 50 second mark of the video on top of the page, they said "Lynch spent a lot of time over the last week" trying to get out of the Fox Sports contract:

Allow me to reiterate, because I have watched the following topic prodominantly at the top of the charts for the past 2 years at least.

Hate to break up the hate fest but there is something that Lynch represents that everyone was clamoring for 6 months ago and beyond. He is not about business, he is about players and winning. He initiated this process with KS and has now got the job. If nothing else, these two hires don't lend themselves to the corporate profit that has plagued the priorities of this franchise for years. This I am thankful for.

I doubt Jed went out on a limb and randomly decided to add Lynch's name to the GM search. Shanahan probably brought it up to Jed as they kept in touch throughout the process. It's different, I get it, but what's not good about it?
