For a variety of reasons not including draft picks.

But since you mentioned it, we're never hiring a high quality GM with Paraag doing the nuts and bolts of the GM job (outside of player selection) with no accountability.

Not every GM does everything down to drawing up a contract from scratch. They shouldn't be doing that as they could get the team into salary cap hell

That's not really the point. GM's traditionally delineate responsibility to people who work under them. Their responsibilities are not typically delineated by ownership to a person in a parallel position to the GM, who is only accountable to ownership (and not the GM).

Still, not every Org is like that. And if the GM is in charge of anyone under them to go as far as payment, could lead to bad cap management

When GM's don't do a good job… a clear example would be mismanagement of the salary cap… they are typically replaced.

Not letting a GM be a GM because it's believed they might not do the job well is pretty much the crux of any conversation around the outsized role Paraag has had in the front office for two decades.
ppl like to invoke paraag as some sort of boogyman for things gone wrong, the fact he's on the short list for running an entire sports league should tell ppl something if ppl care to listen

Paraag is very good at a lot of what he does and can be a very valuable asset.

Most adults understand things aren't always black and white and there are gray areas.
