So what happens if you own the personal seat licence and choose not to purchase season tickets? That seat remains empty? How strange...

No.
If you own the PSL you have the right to the season ticket. Meaning you can purchase it and sell the season ticket after that if you please. However, if you don't buy the season ticket you lose the PSL (and no, you don't get your money back).
