No, only the NFL supplying them to the players is banned. Players are allowed to get and use their own supplies.

I'm wondering what is wrong with just starting at the 20 or 25 with a touchback. Starting at the 30 or 35 is ridiculous.

The NFL wants more scoring, fantastic finishes etc, as the league caters to FF, Casuals, gambling websites, and Newcomers.
Compared to the game of 2010 -- let alone 2000 and before that -- the game is unrecognizable.
