PFF now ranks him as the #10 QB in the league. What they have to say about him speaks directly to the TD/INT ratio:

"Another quarterback with poor interception luck thus far, Garoppolo has two turnover-worthy plays and four picks, and he's played cleanly since a rough Week 1 outing. Much like his 2017 season, Garoppolo has been on the low end of both big-time throws (24th) and also turnover-worthy plays (sixth-best at avoiding them), though he ranks sixth in the league in overall positively graded throws. Garoppolo also ranks sixth in overall accuracy percentage using actual pass location on each throw, aided in part by the seventh-lowest average depth of target in the league (7.2)."

So, yes, he could get better, and it seems he is on that pathway, however, he is in the top 10 overall now with some key numbers at 6 and 7 overall.

I won't be happy until he passes Mahomes.

The best part about this guy in the last game - able to throw the ball accurately (for the most part) just as the defender was about to hit him.

God, I love this team.
Besides that quick release, Jimmy stands in the pocket if he sees something and will wait for it to develop. He is the anti-CK, he won't take off after the second read or if chaos gets to close. You gotta love that about him. However, the flip side is you always worry when they get to close and they get hit. Especially if they get hurt when the throwing hand/arm hits the opposing player in the helmet.

He is trying to set the tone with his receivers, saying I will hang in there, just get open. So that they try harder.
