This sounds a lot like McKinnon where they did the cadaver tendon graft and the cadaver tendon (an achilles tendon from a dead body that is boiled and bleached) didn't take. The principle is that by attaching the cadaver tendon to each of the leg bones, your body will "grow" a new ligament over the dead tissue, eventually enveloping it as the blood flow returns and the cadaver tendon becomes a ligament.

He's just a year out of his ACL surgery - unfortunately he's going to have setbacks. That's just the way ACLs go.
