The fact that you do not know that makes you clueless.

Jimmy G was a FA after last season, genius. Niners then re-signed him to a then-record contract, which makes up a majority of that "$28M" you're touting.
And, no I'm not even factoring your guys' recent extensions of Gurley and Donald, which if counted as a "FA signing" (which in essence it was in AD's case since he was holding out), narrows that spending gap you're harping on about even more.
You fail to see that though the Niners dollar-wise technically spent more, they acquired more long-term value. The Rams' big acquisitions though costing less in FA $$ spent, when factored in with all the draft capital traded away and their big in-house extensions for Gurley and Donald bloats the true figure of their spending. They've in essence mortgaged a lot for the championship window opportunity that they feel they're in. Is what they've done wise? We'll see soon enough, but it'll likely suck for the Rams in a few years when Goff is gonna a new contract, roster holes need to be plugged with less draft picks, and if too much dead money paid to ex-vets start to pile up.
