They need to increase the incentives to play. We're talking about the best players here. Which means they're getting paid very well for the regular season games.
$50k to the winners and $25k to the losers? Are you kidding me? The 29th highest paid player is getting about $15,000,000 a year. That's nearly a $1 million per game excluding play-offs.
You want the best of the best players to show up for a pro-bowl game where they risk Injury? Pay them a million dollars + or - 250k for winners or losers.

Seriously. Still hand out the awards to the league's best players but then let them pick someone to play they feel hasn't had a chance to shine for whatever reason.
Rookies who aren't getting enough snaps behind an established veteran.
Backup QB's desperate for some game time.
A player not getting enough support or asked to do too much.
Free agents who want to show they still have it.
Give it to guys who are hungry to play more, not the guys who have so much to lose.
Would make for some good football, and would be useful to the teams too.

Failing that I'd keep it a 'fun' game, but spice it up a bit.
Throw in some wildcard invitational guest stars and see if it unearths some talent. Let's see what an olympic sprinter does at wide out, put a sumo wrestler in at center, see what an AFL fullback can do at safety.
