I'd love to see the NFL have a developmental league that allowed practice squad players or guys who didn't dress for a designated # of games to play against each other in the off season.

This x 10.
It would be a great farm system like baseball, bringing guys up who are already developed and able to play.

the guy leading the way to a new usfl turned out to be a flim-flam man. they're probably dead in the water.

Yeah, that was so disappointing.
I hope some developmental league stands up. It would be great to have some football in the off-season.

a fiscally sane, spring league of 12 or 16 teams, budgeted off of a modest tv deal would work perfectly well and would be modestly popular. that's all you could ask for, and that's all you would get. it would be fine. a bunch of good (not great) young players and an handful of ex-nfl guys who are still hungry would make for good football in the football-starved spring and summer.
i loved watching bobby herbert, anthony carter, and gary plummer play for the oakland invaders 30 years ago.
i can't believe it's been 30 years.
