I don't think that you're reading correctly into what Theismann is saying (which is also different from what Dungy said, so we'll leave that aside).
I don't believe that he's not saying that Rodgers is the greatest QB ever (which is what you're concluding that he's saying) as much as, in his opinion, Rodgers throws the best looking passes he's seen. There's a big difference. He's talking about release, ball trajectory, accuracy, placement. There's a lot more that goes into playing QB than just that. Rodgers is not in that conversation yet; meaning the "best QB" conversation.
Personally, the guys who to my mind stood out in "throwing the football" were Joe Namath and Dan Marino. And, yes, I do think that Rodgers fits into that category and is the best pure passer currently playing. I would not say that he is the best QB currently playing. And I wouldn't say that he is even close to being the best QB of all time, right now. IMO that was Joe Montana (even though as a close contemporary Marino was the better "passer").
It's Theismann's opinion. I can see where he's coming from. And I don't find it ridiculous.

He is not on any serious top 4. Not as a passer.
He was a system QB that was clutch.
I agree he is the BEST QB of all time , but he is not he is not in the Moon,Manning,Marino,Johny u lvl when it comes to throwing a football......mainly due to his lack of velocity.
